Can a custom Viewport theme (built off the default Scroll Viewport theme) access the space logo - and where is this file uploaded?

  you can use $logo.link placeholder to get access to the link of the space logo. More information: https://help.k15t.com/scroll-viewport/latest/spacelogo-125708806.html.
