PDF printing quality

Is there a way of  controlling the quality of the generated PDF?

For example:

• image quality
• inconsistent table borders

  .. forgot...

  Can we control bookmarks? I would like to add "Chapter # -" to the bookmark entries and I would like the PDF to collapse all my bookmarks too.
